Brief History
Dubai Duty Free launched its Millennium Millionaire raffle promotion in 1999, making it one of the most iconic lottery-style draws in the Middle East. The Finest Surprise car draw was added later, followed by the motorbike promotion in 2002. Together, these promotions have created hundreds of millionaires and luxury vehicle owners from nationalities all over the world. As of early 2026, at least 10 people have won the Millennium Millionaire prize twice.
Dubai Duty Free itself is one of the world’s largest travel retail operators, generating approximately USD 1.93 billion in annual revenue. The raffle operations have continued uninterrupted through the GCGRA regulatory transition, maintaining its status as one of only three authorised lottery/raffle operations in the UAE.
Draws Offered
- Millennium Millionaire — The headline draw offering a grand prize of USD 1,000,000 (approximately AED 3,670,000). Limited to just 5,000 tickets per series, giving significantly better odds than traditional lotteries.
- Finest Surprise — Luxury Car — Win high-end vehicles such as Mercedes-Benz, Range Rover, Porsche, Bentley, Aston Martin, or McLaren. Limited to 1,300–2,300 tickets per series depending on the vehicle.
- Finest Surprise — Motorbike — Win luxury motorcycles such as BMW, Aprilia, or Indian Chieftain models.

How to Play
Tickets can be purchased online via the official Dubai Duty Free website (dubaidutyfree.com) or in person at DDF counters at Terminals 1, 2, and 3 of Dubai International Airport (DXB) and at Al Maktoum International Airport. UAE residents can also buy from the Aviation Club Pro Shop and The Irish Village Shop in Al Garhoud, Dubai.
No residency is required — anyone worldwide can participate, subject to their home country’s laws. Online purchases require registration and a valid debit or credit card.

Licensing & Legality
Dubai Duty Free is one of only three lottery/raffle operations officially authorised to operate in the UAE, as confirmed by the GCGRA. Like Big Ticket, it operates as an authorised airport-based raffle rather than holding a full national lottery licence. Dubai Duty Free has been running its Millennium Millionaire promotion since 1999 and continued operations uninterrupted through the GCGRA’s establishment and regulatory transition in 2023–2024.
The GCGRA has publicly stated that only The UAE Lottery, Big Ticket, and Dubai Duty Free are legally permitted to conduct lottery/raffle operations in the country.
